If you are exiting the US border it is not an issue. It is when you enter the USA with a plant that you need those certificates and proof that the orchid was grown in a controlled environment not from the wild.
It is the country that you are entering that you need to ask if they need the certificate....and then that is the time you ask for a certificate from your US grower....usually the USA grower mails it to me with a free CITES certificate pasted on the box=coming from Hawaii or Puerto Rico.
