Default Exporting a collection?

I'm hoping/planning to move from the US to Costa Rica within a few months. Does anyone know what the laws/regulations would be for bringing some of my orchid collection with me? How could I go about finding out?
Everything I read is about importing to the US.
Does the US provide phytosanitary certificates for export?
This may be crazy given the number of orchids I will be able to find once I get there, but I do have a few 'pet' orchids I am quite fond of.
