They're just retarded. It makes more sense to toss a contaminated flask, than to toss a perfectly good one with rare seedlings just because they were not documented correctly.
Even on the piece of paper it literally says it's "propagative material", so they know it's not some wild collected specimen.

You're right on this count...it doesn't necessarily ruin my day, but it sure blows when I get that empty box with that piece of paper. It's like having pie thrown in your face when you're not looking.
