The "threads" you see are the remmants of old roots. The velamen is gone from them
Without a tag it could be anything from a oncidium, mitonia, brassia, etc.
If it were mine I'd leave the older backbulb as the new growth is receiving nourishment from it. I'd only remove it if it started to rot or totally dried up.
Plant with the oldest PB against the side of the pot with the new growth facing toward the opposite side. You can leave the threads on, since you don't have a ton of good roots they'll help stabilize the plant in the pot. Try not to bury the PB in your potting mix, just the roots.
