Yes you can mount an orchid in that condition or almost any condition. The existing roots won't attach to the mount. The orchid will grow new roots that will attach to the mount. But don't cut off the old roots. Those will provide moisture and nutrients to the plant until the new roots form. It's best to water the plant every day until the new roots are well established, but don't worry if you need to go away for a few days. Any orchid with pseudobulbs can last several days without water.
Since you're new to cattleyas, they grow in one direction on a rhizome, almost like a vine. Identify the newest pseudobulbs. That's the direction the plant is growing and the next pseudobulb will emerge from the most recent one. Put the new pseudobulb against the mount with enough room on the mount for the plant to keep growing in that direction. I hope I haven't confused you. Good luck. By the way, you should see new roots in 4-6 weeks and maybe less. I've had some plants completely attach to the mount in 6 weeks. Others have taken longer.
