I think they basically flower whenever they want to, so you can't expect all your tolumnias bloom all at the same time every time.
As long as you are not keeping them too dry, which keeps them from spiking, no flower is not usually an issue. just matter of right timing.

What do you have them potted in and how often do you water them?
Almost all of mine are in that tiny clay pots they usually come in with some small bark chips. Some pots have nothing in it. lol
Over the years, they grow roots all over and all around! I gave them all away.
Now, I nearly killed some of these by lazy watering.
I water at least once a week year around.
If I see any new growths or during the hot summer, I soak morning and night. and mist the exposed roots all day when I'm home.
Another reason I got rid of them all.
They are cute but such labor intensive little divas. lol
You want those fleshy leaves stay that way. Underwatering will cause them to wrinkle, and new leaves will grow smaller and skinny if they stay alive. no flowers when treated this dry.
so keep them watered good and the rest is easy. they will grow and flower at least once a year when given enough light.
