Feel free to really "sock it to them" (gradually, of course.) You'r looking for really magenta leaves (at least on the side of the plant exposed to the light.) T5s or other high output lamps will do the job if your plant is exposed for at least 12 hours a day. I strongly recommend steady fertilizer (I use MSU mix at 125ppm Nitrogen) since they are heavy feeders most of the year. I wouldn't bother with a rest period. Grow them as fast as they will grow. When the new fan(s) mature, they will bloom - doesn't matter what time of year. Dark green leaves and fans and extended growths like yours are sure signs of too subdued lighting. If you want to, try growing either bare root (just remove plant from the pot and mix and stuff the roots into a smaller pot - barely large enough to contain all the roots.) or in a basket with chunks of agricultural charcoal (not grill charcoal) Both methods demand daily watering (I submerge in the fertilizer water) and sitting under a fan that will totally dry the roots bone-dry by evening. You'll see a remarkable improvement. For fertilizer, check out Ray's site at Plant Nutrition There are lots of pages to peruse including a fertilizer calculator to figure out how much of the stuff you currently own to use with the weak fertilizer regimen.
