Default Oncidium and Miltonia bulbs growing tiny and not blooming

Hello,
I'm new to the forum but not new to orchids. Although when it comes to Oncidium and Miltonia/Miltoniopsis I feel like a complete dummy. I have been successfully growing various kinds of Cyms, Phals, Dendrobiums, Eplc, and Rth. But absolutely no luck with Oncidium and Miltonias. They grow millions of tiny bulbs and don't bloom, also often develop brown tips that are quite large. This spring my Miltonia gave two tiny spikes that later wilted. They are on my windowsill and receive morning light, and I fertilize weekly weakly. I've tried outdoors as well, I'm in Northern California /Bay Area/ East Bay where it gets quite hot in the summer (I put them in the shade on hot days) but was only able to rebloom one Oncidium once. I also have a Burrageara but I have a feeling it's going the same way so I'm clearly doing something wrong.
Does anyone have any ideas? Is outside better or inside? What multiple tiny bulbs instead of a few full size ones are indicative of? Thank you so much!
