I would not say dormant, but your plant may be enjoying good warm temps. Maybe some humidity in your area is helping to keep it more green too.
It goes dormant as temps go very high like what we have here, upper 90's to triple digit very dry. So it conserves itself by keeping its rosettes tight, no new growth. It still can keep its burgundy color, but not as vibrant looking during cool weather.

Then as temps gradually improves, more green shows from the center on the new growth, rosette seems to open up, may now turn to full green, as it continues to emerge from dormancy.

When the cooler overnights of Fall starts to creep in, the colorful hues show on the edges of the leaves slowly, really awake now and actively in growth, turning deeper burgundy as it feels the cool temps. Leaves on the rosettes are much longer, and happier looking burgundy color. Goes this way up to Spring.
