Yes, vinegar is a good, cheap, ecofriendly solution to many calcium build-up problems. When I lived with hard water, my main problem was build-up around the water faucets. I just soaked a rag in vinegar, wrapped it around the faucet base and let it sit for however long it took, usually a couple of days depending on the amount of calcium. I merely rewet it with a bit of water if it dried out before accomplishing the job. The sponge medium on the humidifier attached to the furnace also got a soaking in vinegar when necessary.
There is really no "formula" for the ratio of vinegar/water. Just whatever works for you. It might depend on the amount of build-up, especially the first time. If you keep on top of it it will be easier each time.
