Its not a cactus, its in the milkweed family. Its succulent. Thanks for looking everyone! The flower is about as small as my pinkie finger tip.

So cactus and succulent care? How does it grow? Does it grow taller or send out side shoots?

I think this is mostly a side shoot growing plant. Other species will grow taller before flowering. But they all grow sideshoots in large numbers.
