Its not a cactus, its in the milkweed family. Its succulent. Thanks for looking everyone! The flower is about as small as my pinkie finger tip.

Just keep them dry, fast draining soil, and bright.

I think this is mostly a side shoot growing plant. Other species will grow taller before flowering. But they all grow sideshoots in large numbers.
