Sorry for entering a non-related orchid question, mea culpa.
I have a very nice Christmas cactus in a 5 inch pot that is very healthy in appearance but it seems to have a problem flowering. It develops small buds that get to about a quarter inch in length and then they dry up and fall off. I am tempted to think the plant is not getting enough water, but I tend to over water succulents so I am afraid to give it much water. I monitor the soil and water when it gets quite dry and I thoroughly soak it. I use a wooden skewer stick to gauge dryness. This happens about every three weeks or so. Any suggestions?

I think you're underwatering. You may want to read this:

Yes, they're cactus, but they're moist epiphytes.
