It's a rather unusual situation as far as authority. It's private property, part of an old coal mine. However the owner has an arrangement with the game commission that allows public access for hunting. The access roads are all clearly marked "No Motor Vehicles Beyond This Point", but given the large amount of state gamelands I the area enforcement through game wardens is stretched very thin. I myself just discovered the area in the last few weeks, and have started hauling some trash out. But I fear that as soon as the weather warms I'll be fighting a losing battle on that front.
