New Chat Room - Off Topic

I added a new room to the chat area. I figured a good chat should have on-topic and off-topic rooms. When you don't feel like talking orchids, you can switch rooms and it won't distract others from carrying on the on-topic conversations.

I'm not sure if that was happening too much, but seems like a good idea to me.

I'd like to see if this will prove useful in practice, 'cuz in theory the logic for me seems flawless

To me also Can't tell you the number of times I have attended chats where I talked about things other than orchids
