what is the best way to grow porroglossum teaguei in a terrarium or on a windowsill.

It prefers cool temperatures and good humidity and I've found that it does best mounted.

I grow mine on a shaded west window that only gets reflected light. Intermediate temperatures, have the window open a crack. I live in Vancouver near the ocean, so the air is humid and temperatures are moderate year round.

a west window hmm will it do well under lights

Mine grows under lights at about the same light I give my Masdevallias and the humidity is around 80%.
