I don't think they are the same species. Here's what they look like now.
Now that I've had them for a while, I know that the earlier differences are not cultural (I grow them identically). One is prolific while the other remains runty.

It could be that one is just going to be "runty", as you call it. I have three of another species (another miniature), two of which grow and bloom at an insane rate while the third, though a good grower, acts like blooming is just a bit more of a favor than it's willing to provide. Either way, though, yours is/are a delightful mini!
