Pic 3 is just a new lead, with the bulb starting to plump and the sheath leaves coming away and drying- which is normal. Or there might be another small eye/lead growing on it as well- hard to tell from the photo angle. Either way, normal and good news.

A dormant eye is where a new lead will start if the plant decides it feels like it.
