That's interesting. I've seen this too, with some Max. tenufolia cuttings that I rooted. In both cases, the cuttings were from the top of the plants, not divisions from the base. So yes, newer plant material. I thought of it as the pieces being more mature, so closer to blooming size, even without the older stalks below.
These youngsters are now putting out second (and third) blooms below the first ones. Very satisfying.
