It might be worth searching here for "Water culture" to find how people have rooted orchids in water. It's never worked for me, but some have had good results with it.
Personally if they have poor roots I like to pot in the smallest possible pot that the roots will fit in, an old yogurt pot or other small food container if I can't find a pot small enough. Make sure there are plenty of holes for air/drainage, than water quite frequently (because if you've got the pot small enough with enough air, it will dry very quickly). Recently I've also found that potting in Lecca/Hydroton can help when there are some roots but not very good ones.
