I've always considered active growth in bloom or while pushing new growth/roots...I've been wrong before, though.
My Den phals did okay last winter (in central east FL). I grow everything outside...the den phals will lose their leaves if it gets colder than they like, but they'll still spike and bloom on the canes that do lose leaves.
I didn't bring in any of mine in over the winter but they're a bit protected in a shade structure and had minimal leaf loss with a couple consecutive cold nights in the 40's (f).
