I'd say Pleurothallis or Platystele. But I can't figure out what's being measured by the ruler. You'll receive the correct answer soon,I'm sure.

You are right the ruler shows millimeters and centimeters, sorry for the missed info.
I dont think it's a genus related to Pleurothallis or Platystele...It's not cespitose, but rhizomatous and leaves aren't fleshy

Can you take a photo of the whole plant? Does it have pseudobulbs?

I'm leaning toward a Bulbo but I need to see more of the plant.

Growth habit looks like a Scaphyglottis (Hexsea) but the flower doesn't.

I concur with Mouse on Scaphyglottis, which contains many species having small, greenish-yellow flowers. Beyond that I have no clue...

As far as I know Scaphyglootis new growth starts from the center of the previous vegetation, this doesn't.
Habit is more similar to Bulbophyllum (rhizome) and Restrepia (sheath on rhizome up to the leaves)...it's a real mistery....
