Looks like one of Schomburgkias. For example, Schomburgkia crispa. Seems to me it doesn't get enough light to bloom.

Actually it looks like there are [spent?] flowers spikes on there. I'd kill for a tree like that in my yard!  |

 Wouldn't an internal courtyard with a clear roof be cool with trees in it that you could attach orchids to? |
