It's probably a Den. phal hybrid. Without seeing it unpotted (don't do that yet) it looks like it may be a somewhat recent division and the leafy growth is last year's. I see a cut old flower spike.

These like to stay evenly moist and warm all year. Your temperatures and humidity are OK. I think you should water more frequently, so it doesn't dry completely. As days lengthen and temperatures warm it will produce new growth. If you want to repot, wait until new roots are first seen, 1-2mm long. Choose a pot that gives the plant space for 2-3 more growths.

Don't let any kind of Dendrobium go dry when making new growth, not even the ones preferring a drier winter.
