If it's algae, no it won't hurt the plant. I can't see picture well enough to give better advice, but I'm sure someone with better eyesight will be along to assist.

It looks like you're growing it on sphagnum (and that's good, gentle dampness) - just a bit algae on the damp surface. No problem at all. It looks like the little one is making progress.
