With your humidity, I think you need way more light. The leaves look pretty dark to me. Also the roots need to turn white before they get more water. Continuously green roots aren't good for Phals. I don't see any real culture problems other than that. Try light up to 10,000 maybe 15,000 lux and see if that doesn't cure the problem (do this slowly so you don't burn the leaves). But definitely back off the water a bit.

I cannot tell in photo: are you growing on a raft (horizontal) or slab (vertical)? If your leaves and growing point are hanging down, equestris will balk, I have heard. Try pointing the plant horizontally or 45-degrees upward.

From you photos, its evident that the bastianii is doing well and sending out nice healthy roots. Its on its way to getting established. The equestris is another story. Its roots (the bit it has) look old, stunted, and dead at the tips. Its just gonna take more time. Until it starts sending out new roots and many more of them, the plant will sulk overall.

I had to edit, as i had incorrectly noted the spike and keiki on the equestris, but its on the bastianii. Leave it.

The equestris is grow horizontally, the bastianii downward.

Dave, the equestris is the one with a keiki, the bastianii the one without.

The water... is because I took the photograph after they got splashed by rain heh. Normally I have to water a lot as the sphagnum becomes dry like dust. I'm increasing the light, hopefully it'll help.
