Most of my standard Phals have 4-5 leaves. I have one NOID that I call 'Monstra'. It has 8 big leaves and is currently sending up double spikes. I think it really depends on the breeding.
I think 3 to 4 is pretty normal. When my giant white phal starts growing a 4th leaf, it drops it lowest leaf (thus it normally has 3) This has been its normal cycle for years, and it consistently blooms after it grows 2 leaves. It is a HUGE and healthy plant, so I wouldn't worry. I also have phals with 7 or 8 leaves, so I really think the answer lies in the plants line of genetics.
