Uh....can you describe some more or post pictures perhaps??
Phals with long and large leaves may sometimes have short leaves. I don't know why, but other than looking funny, it doesn't seem to hurt the plant at all.
Often, short leaves develop when the terminal spike is about to be born.
Other times, sudden change in the growing cycle may result short leaves. I have bought a phal in the fall with flowers on already and one new small leaf emerging. That new leaf never got bigger, but then come spring, the plant grew a large normal new leaf.
So, I guess it's just something that can happen with no harm.
Certain phals have naturally round and short leaves.
