looks odd.. i will also show the flower maybe some of you can give me the parentage. I think it is a phal. miva smartissimo.

No idea what is is besides lovely. The spots on the new leaf are just a reaction to light, maybe because it's getting a bit more than usual. Nothing to worry about.
