Unless its a smaller Phal type, it seems like an older seedling. But with Phals, they can bloom small too...don't know?

I find one mention of an awarded plant with 22 flowers on a single spike being 21cm (just over 8") wide. Probably a large mature plant to have 22 flowers, so I think yours is probably close to blooming size.

A google image search of "Ascps Jiaho's Orange" shows a lot of small plants blooming, so I'd say blooming size.
