In my experience Phals don't seem bothered much by relative humidity or air flow. I live in a much drier climate than you do and I don't run a fan or a humidifier. Mine bloom like clockwork every year. I would say good light and temperatures are the two biggies for Phals. I grow mine in a southwest facing window supplemented by grow lights. For most Phal hybrids it takes a drop in temps, usually in the fall, for them to initiate spikes. Once they have started a spike they like to be warm.
