It is mounted on a piece of wood with some old sphagnum moss and fishing line to hold it together. i allow it to dry out between watering (approx. every other day). it has an old dead spike about an inch in length. and is in a terrarium with a house bulb [will be getting full spectrum lighting soon]
Many Phalaenopsis hybrids start spiking in the Fall and Winter. They need about 15 degree change in temperature between day and night to the flower spikes started. Here is a link to a culture sheet for it.
Adding to Ted's response, you really cannot "encourage" blooming, per se. What you have to do is eliminate things that discourage blooming, and provide the plant with adequate conditions for it to grow well - food, water, light, temperatures, etc. - so that when it is ready to bloom, it has the stored resources to do so.
I would recommend that you NOT let a mounted phalaenopsis dry out between waterings.
