I don't know the 'official' answer but I can tell you what works for me - I physically move some phals next to a window and drop the temperature to around 15 C at night for about three weeks, no change to day temperature. Usually that results in a flower spike.
I normally do this in the fall or the spring (depends on the plant) when the outside temperature is around 10 C or so, by opening a window at night. At the moment, it's -15C outside, so I have a little while to wait yet!
