White Phal producing a new leaf
I have a white phal that is producing a new leaf. I have a simple question and that is, will an orchid bloom while in the process of producing a new leaf?
This orchid also appears to have 2 distinct leaf heads.
Is there a best time to split them?

Welcome to the board, Sandy. Phals can and often do bloom while producing new leaves.
I generally do not recommend dividing orchids, more growths tends to make a healthier plant. if you decide to divide it, wait until the new growth has several roots of it's own, each at least a couple inches long.
If you're not already familiar with Phalaenopsis culture, check out the AOS Phalaenopsis Culture Sheet, and feel free to post pictures of your plants, so that people can give you more specific advice based on their current condition.

Your phal needs more humitidy. Try to put a water tray for it. Do not split it untill you get the improvement.

are you sure it's just one plant? it doesn't look like one is growing on the other, it looks more like two seperate plants in one pot.
I would take it out of the pot, remove any roots that are brown and mushy, and check to see if the two growths are actually connected. if they're not, you can re-pot them seperately without any harm.
edward is right about it needing more humidity, but that doesn't mean you should leave it sitting in the tray of water. the idea is to set the pot above the tray of water, so that the water evaporating from the tray will keep the air humid.

I have done what was suggested regarding humidity and thanks for your suggestion. I would like to ask what you saw in the photo of the plant that suggested the plant was not getting the appropiate
humidity so I can identify the problem in the future.

the roots look like they've shrunk, and a couple of the leaves look like they're starting to get wrinkled. judging by the condition of the roots, I would expect it to get worse before it gets better. once it starts growing new roots, it should get better.
