I'd say the answer may come over the course of the coming month or two, while the newest bloom ages. Very interesting!

I see this quite often on Toulmnias but never, on Phals. It looks quite pretty but doubt that's the way its meant to grow. Probably because the older ones have been bloomed for some time, they've faded which again, I've never seen such drastic differences in the colors like, here. Very interesting.

I'm with jkofferdahl on this.
