Default Phal flower stems

Hi everyone,
I am new and would like to know if and when you can remove a non budding flower stem. I am just in the beginning throws of Orchid passion and have rescued three Phals and two Dendrobium, of which one is a Nobile, from Wallmart abuse. The plants have also survived my ignorance. Thank for your help
