I think that post may be in error, as there does not appear to be a registered hybrid of that name.

I think a lot of plants are sold with trade names that never get registered. The link shows a number of Phal photos with very ruffled flower parts. I haven't seen that.

Magicorchid.ru have the non peloric form listed. It may be worth contacting them as they may have the peloric form as well.
