Moisture is the enemy here... human heating pads are not designed to get wet, and water and electricity don't play nicely together. 70 deg F is fine for the Phals, a bit cooler at night is OK too (they'll put up with down to 60 deg F at night thought they would rather not) If you think you really need additional heat (I don't see that as a problem), a seedling heat mat is waterproof... you can find them on Amazon.
