lights and energy

Folks,
So far I have never grown a plant under lights.... Ok I have not gotten a bloom in several years
My phals are next to a window. room temp is about 21 in days and down to 17 at night. ( they grow in s/h I am using these reddish pebbles )
I also play with solar energy, so I am very "cheap" with my energy ( I am on the grid ) I have a very small solar system. nothing to power my house, just a few small lights...I am learning this stuff too.
What I am trying to say, I do not like to have "big " lights on the grid going.
And here I come with my question. The lights you guys are talking about ( in many of these threads ) what do they use?. And do I have to use lights to get my plants to bloom again... any other good window tricks?
