The dowside is that it generates too much heat and it is expensive. well, at least for me, it is.
LEDs are, at most, less than twice as efficient (for photosynthesis) as linear fluorescent lamps and that is only if you are using deep red LEDs in a very well designed fixture. The stuff that is on the market, for the most part I doubt if they are any more efficient than fluorescent. And 100 watts of LED generates as much heat as 100 watts of fluorescent.

LED lighting can save between 20 to 30 percent of the energy used by fluorescent tube lighting.

What do you think of these lights?

I do not agree at all.
All plants I tried under my LED grow and flower so the light must be enough.
I haven't grown anything under fluorescent light, so I don't know how plants fare under fluorescent light.

I placed my hands right on the light panel, and I sense no heat at all while as soon as my finger tip lands on the fluorescent light bulb, it is pretty hot.

And the same input watts to a linear fluorescent would work just as well.

Are you comparing a fluorescent bulb of the same input wattage as the LED panel? If the heat produced by the 2 is not the same then you have discovered some new physics. Note that heat is not the same as localized temperature. You should buy a 10 watt LED and try operating it without a heatsink, the temperature will quickly rise to over 100 degrees Centigrade.
