I grow Phalaenopsis bellina, equestris, lindenii and schilleriana indoors under CFL at approx 1000 footcandles for 13-14 hrs daily, and they flower at least once a year.

My CFL are on timers, on for 14 hrs daily year round. I got the timer from local hardware store <$10 each - make sure you get ones with a (third) grounding pin.

A timer is rated for the amount of voltage it can handle - so read the label. A 120V timer can control 2x 42W CFL via a power strip, etc.
