The most important thing to remember when getting a new ballast is to make sure it supports your type of bulbs (2-4 foot bulbs/T5). the wires are color coded and very easy to swap them out but you will need about 6 little blue wire nuts. The black and white wire is the power leads. The load wires are blue, yellow and red and go to the contacts. Just cut the load wires near the old ballast to remove it. Then just mount the new ballast and match up the wires by color (red to red ect...) then cutting and stripping the load wires and wire nut together. Hook up the black and wire wires and your done. Florescent bulbs are made with mercury particles and need to be zapped with high voltage in order to excite the protons enough to light up (starter) but then they needs less power to keep them going. That's why by wiggling or turning them off and on will sometimes get them to work.
