Do you have a basement you might be able to use instead? I'm not going to say it's impossible, but with our cold wet winters, even with a space heater in your garage you're going to have some mighty cold drafts move through there. Most garages aren't well instulated so the heat won't stick around for very long, and will be even worse if the garage doors are opened and closed often.
If you have no other options I would suggest getting some thick clear plastic you can enclose around your light stands during the winter. The t5s then should be able to keep the heat up along with the space heater.
As for summer, unless you're trying to grow cool growing orchids, the temperature with 70% humidity and an oscillating fan don't sound all that bad.
