I couldn't find specs for that specific light (P1000 & XS100, but not TS1000), but the degree of brightness is determined not only by the wattage, but how far away from the plants that lamp is placed.

A 100W lamp a foot from the plants is brighter on the plants than a 1000W lamp 15 feet away.

The specs state a total of 1544µmol/m2/sec. @ 12", which is probably 5x too high for catts, but if you aise the lamp sufficiently, you'll be fine.
