ready to use plant light carts are pricey. There is one US manufacturer that supplies pretty much all retail distributors. (If you want to go that way, drop me a message, as I am a discount reseller buying from the same manufacturer, and I can likely get a better price than most.)
If you can swing a little bit of assembly, I think you'll get a lot more "bang for your buck" like this:

Wire shelving from Lowes or Home Depot. You probably won't use all of the shelves, but you can adjust the height to accommodate the plants.
►
48" LED tubes from theorchidhobbyist.com. The can be attached to the underside of the shelf above the plants with the supplied clips, or even more securely using cable ties.
►Trays for each shelf - some use "
boot trays". I went with standard 12" x 24" nursery flats turned sideway, 4 to a shelf.
► If you need a humidity tent, the ones intended for large plant stands work great.
