I watched a "How it's Made" on processing skulls. I think they used beetles to clean them, but if I remember correctly, they used something to bleach them as well. Maybe a mild acid? I can't remember, but I wonder how much something like that would affect an orchid as you're watering it, over time.

As for Laws.
They will vary from nation to nation, animal to animal, so just wise to double check with your nations rules and regulations - as well as international laws regarding "At Risk" species.
Though I would imagine (for the most part) bones from "Domesticated" Animals should be fine, so long as how they were obtained does not break any other law such as theft, unlawful slaughter, risk to health etc.

The Bone Room is our source for animal bones. They are super clean and I think the texture of most bones would allow for easy root attachment. They only consideration should be chemical in terms of how the make of the bones will affect the orchid's health.
I think its a cool idea, but then again, this is what my office looks like, the human skull is fake. We have real human bones all over the place, but I will not post them here out of respect.

My personal opinion on this is that
1) that's too smooth a surface for the roots.
2) There may be insufficient air flow.
