Den with little roots from old stalk, never bloomed

I bought this orchid 3 1/2 years ago in bloom but it never bloomed again. It kept putting out a stalk a year but they'd just stop growing and didn't produce spikes. I repotted it 1 1/2 years ago, but it hasn't done anything since. One of the stunted stalks is now putting out little white roots. (I was getting ready to throw the plant away when I noticed these growing). Does this give me any hope of a spike from that older stalk?

I'm really trying hard to get this plant more sun and give it regular weak fertilizer. I'll probably put it outside soon and see if that helps. (I live in New Orleans and it's been a very mild winter. Today another 70 degreee day and 60 percent humidity).

Should I even try to save this orchid. Frustration has set in firmly!
