Victoria-reginae is a cold -hot grower (IOSPE) - mine is outdoors year-round, taking temps down to around freezing for short periods, tho sheltered from frost - and does not want a winter rest

Moderate to low light, tho slightly brighter in winter is ok. (or so I have read, mine is very shaded where it grows in winter)
I don't know what may have caused the new root to rot, but agree that your plant looks good, and if the older roots all look good, probably no need for worry.
