Question When to Repot?

Hi all I have a phal type (I think) Den. Paskal Kuning 'Hawaii'. It hasn't been repotted since I bought it a year ago, and I don't think the seller had recently repotted it either. My question is when should I repot? It is putting out loads of new root growth and it's also sending up a new cane, but both are right up against the side of the pot. I've heard from many that dens like their shoes tight, but when is tight too tight? Below is a picture I took about a month ago. The new root growth is now about double what the photo shows and it's starting to crawl out of the pot. The new cane is growing out of the cane in the foreground and towards the side of the pot. I think by the time it matures it will be hanging over the side. TIA
