That's not a Keiki, it's a new growth that is part of the main plant. Once it matures that is where your new blooms will come from. If you cut it off it most likely will not survive on it's own and the parent plant will not bloom again until it grows and matures another new growth. I think the reason it is listing off to one side is it is searching for light. I had a similar problem with a Phal type Den. I was trying to grow it on a windowsill and the new canes all grew sideways just like yours. Once I put it under grow lights the subsequent new growths all grew straight up. It also never rebloomed for me until it went under lights. Something to think about.
