Mine is finally blooming. Up to now I've had lots of growth, about three feet. I guess it needed more light.

I have one of these... mine just doesn't look so happy though.... I lost most of my leaves during the dormant period, and only got one flower spike which is currently growing. I'm thinking I'm taking it outside during this spring through the fall.
Is this supposed to have a full rest period? How do I know when to stop watering and when to resume watering?
I resumed watering about a month ago. the plant looks ugly, mostly naked and wrinkly.

I don't think you have to stop watering, just cool it during the winter months. Where is it located at that time and how much light does it get?

That's probably what happened then....I was treating it as a nobile and stopped watering it for almost 2 months... No wonder it looks horrible...
It is on a east facing window sill.
